DIMAPUR: Department of Economics & Statistics conducted District/Block Level Training and Sensitisation Programme on the Registration of Births and Deaths Act and Online Civil Registration System (CRS) for CRS functionaries including Registrars of Births and Deaths and Village Council Chairmen (VCCs).
At DUDA Hall, Longkhim, on October 6, EAC Longkhim, S. Chingmei, in her welcome address, appreciated the department for organising the training, which she said would benefit grassroots functionaries. She urged trainees-VCCs, registrars, and Anganwadi workers-to sensitise communities and ensure proper training at the grassroots level to obtain certificates correctly. She added that the programme provided an opportunity to clarify doubts and learn procedures for effective implementation.
Additional director, Charles N. Kikon, briefed participants on registration procedures, stressing that birth, death, and stillbirth registration was compulsory under the Act. He explained processes for adoption, childbirth through surrogacy/ART/IVF techniques, deaths of missing persons, and deaths during natural calamities or disasters. He also highlighted the duties of registrars, sub registrars, and notifiers, urging trainees to educate villages on proper registration and certificate issuance.
ESO, Nchimbamneu Newmai, explained how to fill birth and death reporting forms, while FI, Pursenla, spoke on registration in different situations. The programme was chaired by Tuensang DESO & District Registrar of Births and Deaths, P. Shokum, and attended by VCCs, registrars, and Anganwadi workers.
On October 7, a similar district level training was held at ENPO Conference Hall, Tuensang, organised by the District Economics & Statistics Office, Tuensang.
Speaking at the training, Additional Director Charles N. Kikon said the programme aimed to minimise confusion arising from the transition from manual to online registration. He informed that every village and block has a registrar to record, verify, and certify births and deaths within their jurisdiction. He emphasised that registration of every child was the first step towards establishing legal identity, while death certificates were equally important for records and implementation of government schemes.
The programme was chaired by DESO Tuensang, P. Sokum, and attended by registrars, VCCs, VDBs, and Anganwadi workers from Tuensang district.
