State Chief Minister Neiphiu Rio, in his address at the Independence day celebrations, announced that the new DAN Ministry has also taken a decision to open new EAC headquarters at Mongkho in Tuensang district, at Botsa in Kohima district, at Akuhaito in Zunheboto district and to upgrade the EAC headquarters at Chen in Mon district, at Suruhoto in Zunhebol district, and at Longchang in Mon District to SDO headquarters, an the SDO (C) Hqrs at Medziphema to ADC Hqrs.
He also said that the Government has also decided to authorize Additional Deputy Commissioners to issue to issue scheduled tribe and indigenous certificate to bonafide residents in their respective sub-divisions.
Talking about the special protection under Article 371-A of the constitution , the chief minsiter said there are special provisions in the Constitution, as also special institutions, to safeguard the interests of the minorities and the under-privileged sections of society. In the case Of Nagaland, we have special protection under Article 371-A of the Constitution, that safeguards our social and customary practices, our religion, our land and its resources. “We also have additional protection in the form of’ Inner Line Regulations under the Bengal Eastern Frontier Regulation, 1873” he said and reiterated that the State Government is committed to the continuation of these special safeguards so long as they are needed.
He also informed that a decision has recently been taken , in consultation with the Regional Passport Office at Guwahati, that a State Passport cell will be set up in Home Department , while the District Passport Cells will be set up in all the office of the SP’s.
He also disclosed that a separate directorate office for the Rajya Sainik Board (RSB) has been sanctioned and on office building has also been allotted and will be commissioned shortly.
On health sector, he said that a new School of Nursing has been sanctioned for Dimapur for which the civil works will be starting soon. In order to make the public health delivery system fully functional and accountable to the community, District Health Societies were constituted in all the districts with the Deputy Commissioner as Chairman, he announced and stated that The Department is also in the process of re-vitalizing the communitisation process.
The chief minister disclosed that construction of Tribal welfare Complex at Wokha , Zunheboto , Mokokchung , Phek under social welfare department are in good progress and two Eklaya Model Residential schools at Tuesang and Tizit have started functioning , these school will provide free education to the poor and needy tribal students , while Eklaya Model residential school will commence from next academic session. He also announced that the women department has enhance the financial assistant to destitute women from Rs. 100 to Rs 200 per month. The construction of Integrated Development Research Centre at Dimapur for womem is nearing completion and will be commissioned soon. The department will be providing nutritional support to HIV /AIDs infected women during 2008-09.
Under the Intensive Cluster Development Project on food processing, the department will be initiating a process for development of Food process clusters in 6 blocks of Dimapur, Medzhiphema, Kohima, Jotsoma , Peren and Jalukie ,he informed.
On the road connectivity, the chief minister said that the Dimapur and Kohima bye-pass are being taken up on an urgent footing. With five a national highways criss crossing the state and the four laning of NH 39 taking shape, the government have decided to create a new “National Highway” way under Road and Bridges and department to be headed by a Chief Engineer , he announced and state the government have also decided to create a “Monitoring Cell” in the Planning and Coordination department to be headed by Deputy Chairman of State Planning Board to monitor all CCS ,where fund
