T. Torechu addresses Kiphire DPDB meet

The monthly Kiphire District Planning & Development Board (DPDB) for the month of August 2008, coinciding with the special DPDB meeting for finalization of the Local Area Development Fund 2008-09 was held on August 5th under the chairmanship of Deputy Commissioner & Vice Chairman, DPDB, L. Yangtsowo Lotha as authorized by the Parliamentary Secretary CAWD, Nagaland & Chairman, DPDB, Kiphire T. Torechu in his presence, in the office chamber of the Deputy Commissioner.
According to an official release, Torechu informed the board that this year, under LADF, out of Rs. 75 lakhs, Rs. 12 lakhs has been deducted at source (Bharat Scout & Guides Rs. 1 lakh, HIV & AIDS Rs. 1 lakh and NREGS Rs. 10 lakhs), leaving a balance of Rs. 62.75 lakhs only. He urged the officers to keep proper records of all development activities and cautioned that there should be no duplication of developmental works, in order to protect the interests of the people. He said that the Board is planning to bring out a book on development activities as changes are taking place through development activities in the district.
With regard to a separate transformer for the Hospital the Parliamentary Secretary informed the Board that the case has been discussed with the concerned authority and the materials are expected to come soon. On water supply to Kiphire town the EE (PHED), Kiphire submitted his written report based on the written reply from the Chief Engineer, PHED of Nagaland. Meanwhile, Torechu informed the Board that necessary action to get fund for water supply to Kiphire town is being taken up and is expected by the end of this year or early part of next year. Meanwhile the Board advised the EE (PHED), Kiphire to plan for 10 to 15 years instead of fragmented plan in this regard.
The Project Director, District Rural Development Agency (DRDA), Kiphire, submitted his report on departmental activities in written. The Board entrusted the Executive Engineer, PWD (R&B) Kiphire to prepare and submit his departmental activities in the next DPDB meeting for deliberation. With regard to electrification to Khongjiri and neighboring village the case could not be discussed due to absence of the SDO (Electrical). With regard to water supply to District Hospital, Kiphire the EE (PHED), Kiphire assured the Board that he would take up the matter personally and see that it is done at the earliest.
While discussing new agenda, the board noted that Drawing and Disbursing Officer power for SDO (Civil), Pungro is a deserving case, as Pungro is one of the oldest Administrative headquarters. The board recommended for separate DDO power to the SDO (Civil) Pungro. On posting of staff to Primary Health Centre at Likhimro (Moya) the Board noted that the PHC has been approved, yet the required staff is not yet posted to the said Centre. The Board recommended that the required staff be immediately posted for the welfare of the workers and the general public of the area as well.
The Board, as per suggestion, agreed to the contribution of Rs. 10 lakhs each from LADF 2008-09 to NREGS from the share of both the 59th and 60th Assembly Constituencies. The board also approved the proposals for LADP schemes 2008-09 for both the 59th and 60th Assembly Constituencies as it is prepared according to the guidelines of the LADP. The District Planning Officer informed all the heads of offices to submit their departmental activities for inclusion in the LADP 2008-09 book.
Er. Vekho Swuro, EE CAWD, Kohima shared experiences of his tour in the district. He informed the Board of some of the important works being taken up under his department in the District.
