ADC declares Mangkolemba shutdown call unauthorised

DIMAPUR, NOV 4 (NPN): Additional Deputy Commissioner (ADC) Mangkolemba, Moakumzuk Tzudir, has declared the shutdown called by civil society organisations (CSOs) in Mangkolemba town on November 5, 2026 unauthorised, directing all government offices, educational institutions, banks and commercial establishments to remain open and function normally.
In an order, the ADC stated that the CSOs had informed his office through a letter dated November 3 about a public meeting and general shutdown scheduled from 9am on November 5, during which business establishments, schools and offices were to remain closed.
However, he said the organisations had neither sought nor obtained prior written permission from the competent authority, rendering the shutdown call unauthorised and without legal standing.
The order warned that any individual, group or organisation found enforcing a forced closure, obstructing public movement or violating the directive would face strict legal action under relevant provisions of the law.
