All Nagaland Graduate Teachers Forum (ANGTF) has appealed to the state government to undertake a one-time measure exercise to address the promotion stagnation of graduate teachers (GTs) in the department.
In a representation addressed to the advisor, school education & SCERT, the ANGTF convenor Kekuolhouthie, general secretary Temjenyapang and advisor Ponchulo Wanth stated that there were serious anomalies in the seniority list of GTs owing to department’s application of different yardsticks for counting the seniority of GTs appointed on adhoc basis.
The forum stated that due to use of different yardsticks, some group of GTs had been regularized with effect from the date of appointment, but for other group, their service was regularized effecting from the date of regularization.
ANGTF said there were cases of supersession in promotion where juniors (who got regularized from date of appointment) overtake their seniors, who were regularized from the date of regularization.
On account of “disputed seniority list” of GTs, ANGTF said promotion case could not be taken up for the past 10 years, which in turned led to severe stagnation of GTs promotion in the department.
The forum claimed that there were about 300 posts of assistant headmaster lying vacant, which could not be filled up due to “defective seniority list” of GTs.
ANGTF expressed dismay that “all these discrepancies/anomalies/clashes” in the seniority list of GTs had been created by the government/department.
Therefore, the ANGTF said it was the duty of department to rectify the problems by taking necessary remedial measures.
