Reminding the state government of its assurance to release pending salaries on or before January 31, 2015, All Nagaland Hindi Teachers Union (ANHTU) has appealed to the government to immediately fulfil the demands and release the pending salaries and past arrears of the 1379 Hindi teachers appointed under centrally sponsored scheme (CSS – 2012 and 2013).
In a press release, ANHTU president Ramato Sema and general secretary A.S.Yarthotngam stated that salaries of the 1379 Hindi teachers appointed under CSS (2012-2013) have been kept pending for six months.
Pointing out that Centre had already sanctioned the fund for the salaries of 1379 Hindi teachers appointed Under CSS up to March 2015, they said due to non release of salaries the aggrieved teachers have been facing financial difficulties in meeting their daily needs.
Signatories said on July 23, 2014 the parliamentary secretary assured ANHTU and the aggrieved Hindi teachers that as soon as the Centre released funds, all the pending salaries and past arrears would be paid to 1379 Hindi teachers (2012-13 Batch).
Besides, they said two agreements were made between the aggrieved teachers and the department of school education, including the parliament secretary and ANHTU for the quick release of the pending salaries and the past arrears on November 23, 2014.
This agreement was followed by another agreement on November 25, 2014 involving the commissioner and secretary of school education, the director and the department of authorities of school education, Nagaland finance secretary, ANHTU and the aggrieved Hindi teachers, ANHTU said.
However, they said till now no solution and has arrived affecting the livelihood of the aggrieved Hindi teachers.
Union claimed that even if the Centre sanctioned the fund timely to the state, Nagaland government and the department always delayed in releasing the salaries resulting in delay of the next sanction from the Centre due to the late submission of utilization certificate from the state government.
ANHTU questioned the why was the department making the employees suffer and what was the department doing with the fund?
ANAHTA: All Nagaland Aggrieved Hindi Teachers Association (ANAHTA) has asserted that state government failing to fulfil its assurances even after the release of fund from the Centre was causing untold hardship to the teachers and families.
In a press release, ANAHTA general secretary Lanuinla Ao and co-convenor Imtisunep reminded that when fund was not released, the blame was put on the ministry of human resource development (MHRD). However, they said now when the fund was released, technical reasons were the excuse for the non-release of salary.
ANAHTA cautioned that prolonging the release of salaries and benefits would compel the association to take steps democratically to redress the grievances.
Further, maintaining that the fund has been released towards the end of November 2014, they said promises in agreement point No.1 and No.2 of releasing the pay with arrears with 6th RoP benefits was yet to be released within January 31, 2015.
Asserting that it was on the basis of those promises that it decided to call of the agitation, the association said during the culmination of agitation on November 25, 2014, the department of school education represented by the commissioner & secretary and the department of finance represented by the secretary, signed a three-point agreement which specifically stated as below:
“That the salary of Aggrieved Hindi Teachers shall be paid as soon as the Fund is received from the MHRD, GoI within January 31, 2015.
That the pay arrears due to them as a consequence of implementation of Nagaland Services, ROP 2010 shall also be released as and when fund is received from the MHRD, GoI as per the entitlements of each Hindi Teacher on the basis of their date of joining service within 31st January, 2015.
That in appreciation of the problems faced by the Aggrieved Hindi Teachers for non-receipt of their salary for 6 months due to non-receipt of the money from the MHRD, GoI the State Government has agreed to release 3 months salary i.e. for the months of May and July, 2014 in anticipation of the release to be made by the MHRD, GoI”.
