Anomaly in Police tenders: KDCC

Kohima District Congress Committee (KDCC) has alleged irregularity in finalising the tenderer(s) for supply of 33 items of clothing and equipments for Nagaland Armed Police, Nagaland Police and IRB for the year 2017-18.

In a press note, KDCC president, Kevi Vizo, stated that as per the RTI revelation the State Purchase Board had “amusingly approved” different tenderers for the supply of same materials on percentage basis. KDCC alleged that the department flouted all laid down norms by clubbing together the different bidders to that of the most qualified bidder.

Out of the 33 items, KDCC cited the instance of tender for Long boots, where the firm that bid Rs 1075 was awarded the work but again, but the work was not only sanctioned against that single bidder but other bidders including the firm bidding the highest at Rs 1425 and lowest at Rs 950. “Similar process has been followed while granting supply order for other 32 items,” KDCC claimed.

Alleging another anomaly, KDCC said the tenderers who had failed to separately mention the CGST and SGST rates beyond the normal rate of the item were also approved.

Accusing the Purchase Board of the norms, KDCC stated that in open tender the qualified bidder should only be getting the supply order.

KDCC has therefore demanded that the government initiate proper action against the approving authority of the tender process involving crores of rupees.
