Against the backdrop of the ongoing political crisis within the NPF, the cabinet at its meeting here today, has recommended as special session of the assembly on January 20 to enable chief minister T.R.Zeliang to prove he has majority support on the floor of the house.
Informing this to media persons at de Oriental Grant here Thursday, spokesperson of the ruling NPF and parliamentary secretary Yitachu said the cabinet at the meeting in the civil secretariat resolved to seek a trust vote on the floor of the house as it was the only right forum to resolve the matter.
Yitachu opined that since the government was functioning, there was no reason why the Governor should not convene a special session of the house.
He appealed to the people to wait till January 20 when T.R.Zeliang will face a confidence vote so as to know the factual position of the government.
Elaborating on the current issue, Yitachu obliquely inferred , that any member signing in support of the dissident group was not only illegal but not enforceable in any court of law; while agreement signed with the ruling party was enforceable and legally valid. Therefore, he said those violating the constitution would invite disqualification proceedings. Yitachu said all 60 members would be able to apply their minds and vote in the assembly, which he said, was the only place where people would come to know the truth.
Yitachu further maintained that DAN consisting of -NPF,BJP, JDU and NCP- was intact as none of the constituents have officially withdrawn as per record available with the Speaker’s office and that any letter of support to the dissident group was illegal.
He also said the NPF party officials as listed and approved at the November 26 party’s general convention was also available with the Election Commission of India. Therefore, formation of any other NPF cannot be taken cognizance of by any court, he said.
Yitachu also reiterated that BJP still remained an alliance partner of NPF under DAN and that BJP legislators have to be with DAN if and unless, the BJP decides to pull out of the alliance.
He also reiterated that currently, the NPF has 29 members after nine were suspended and of which, the chief minister has the support of 15 members and only 13 with the dissidents.
Yitachu also denied that the cabinet recommendation for a special session of the house came in the wake of reports that union minister of state for home Kiren Rijiju had advised the NPF to resolve the crisis within the party. He clarified, that the cabinet took cognisance of the letter from the chief minister to the Governor in seeking floor test since the crisis was being prolonged thereby causing public to suffer.
On reports that state BJP leaders and MLAs have extended support to the NPF (Kaito) at Sovima camp, Yitachu said he saw no logic in it since the BJP would not want to meddle in the internal affairs of another party. He also confirmed that the ruling NPF has not sought any help from the Congress.
Asked what could happen if MLAs of alliance partners voted against the government, Yitachu maintained that DAN was intact and there was no such question.
He said NPF cannot issue whip on MLAs of other alliance partners as they have their own designated chief whips and therefore, in such eventuality, it would be decided by the respective party whips.Yitachu also informed that the DAN legislators’ meeting would be held before January 20.
