Centre committed to Oct 31, 2019 concurrence: WC, NNPGs

Working Committee (WC) of the Naga National Political Groups (NNPGs) co-convener and NSCN/GPRN (K) ato kilonser Isak Sumi on Thursday said that the Government of India (GoI) was committed “to resolve the Naga political issue on the basis of the October 31, 2019 concurrence.”
Isak disclosed that Mishra had reiterated Centre’s stand that it was committed to resolve Naga political issue on the basis of October 31, 2019 concurrence, in an interview to Nagaland Post after the WC, NNPGs delegation met Government of India’s representative, A.K. Mishra at Police complex Chümoukedima Thursday.
He also described Thursday’s meeting as “a thorough, frank discussion on relevant issues pertaining to implementation of provisions related to solution basing on October 31, 2019 concurrence between government of India and NNPGs.”
Since taking over the post, Isak said Mishra has, time and again, accepted and confirmed the stand of NNPGs that the formal talk concluded on October 31, 2019.
“He (Mishra) has assured us that he would only pursue the process from the point where the former Interlocutor, R.N. Ravi had finalised. There are no any new agendas for discussion,” said Isak.
When asked why the much-anticipated final agreement was delayed if no new agendas were tabled, Isak claimed that both the parties were committed and serious for a settlement at the earliest.
He said WC once again conveyed to Mishra the need for early solution, which was also the “popular demand” of the Nagas. “The primary focus of the meeting was that we conveyed the sentiments of the Naga people for early solution,” said Isak.
Isak said Mishra candidly admitted that the delay in settlement was not intentional and that the process was “time consuming”. However, Isak said Mishra assured that government of India was committed to final agreement at the earliest.
“Mishra has urged us to be patient as government of India was committed to final agreement on the basis of October 31, 2019 concurrence,” Isak reiterated.
Asked whether the delay was because the negotiating parties could not finalise the competencies, Isak said NNPGs and government of India have resolved the issues and that NNPGs has always maintained transparency and consulted stakeholders.
“On the pretext of confidentiality or national security the agenda of the peace talks cannot be shelved in secrecy forever. It has to be transparent and accountable to the people. Likewise, solution cannot be enforced or imposed on the people without their consent and endorsement,” said Isak.
