In a move aimed at ending confusion over speed limits on national highways (NHs) and expressways, Ministry of Road Transport and Highways has proposed that the Centre be given exclusive authority to fix speed norms on NHs, while state governments will continue to set limits for other roads within their jurisdiction.
The proposal seeks to address ambiguities arising from varying speed restrictions imposed by state governments and local police on NH stretches, particularly in urban areas. Though the ministry currently notifies maximum speed limits for different categories of roads, states have the power to reduce them, often leading to compliance issues for commuters unfamiliar with local restrictions.
Officials said the ministry plans to amend Sec. 112 and 113 of MV Act, which empower states to fix minimum and maximum speed limits and regulate vehicle use based on weight. Under the proposed amendments, Centre would specify speed norms for NHs, while states would retain authority over their respective roads.
Centre rolls out digital system for NH access NOCs: Union minister for Road, Transport & Highways Nitin Gadkari launched a one-stop digital platform– rajmargpravesh.morth.gov.in — for processing applications related to access roads and utility permissions on NHs. The portal enables online applications for no-objection certificates (NOCs) for fuel stations, wayside amenities, pipelines, cables and other services, ensuring transparency, accountability and time-bound approvals without physical interface.
