Champion Skill Enhancement programme underway

With an objective to accelerate implementation of e-Governance initiatives in North Eastern region a six-day programme on Champion Skill Enhancement was organized by the department of Information Technology & Communication (IT & C) in association with National Institute of Smart Government (NISG) at De Oriental Grand, Kohima today.
In his inaugural address commissioner and secretary IT & C, K.D Vizo said Government of India was committed in promoting e-Governance and make India more competitive in the new global economy and to meet the challenges. Vizo said Department of Electronics & InformationTechnology (DeitY), New Delhi has entrusted the National Institute for Smart Government (NISG) with the task of designing and conducting training to inculcate a deeper understanding of factors that result in success and sustainability of e-Governance projects.
He said officials who have undergone the training were expected to have all the skills necessary to implement an e-governance project from conceptualization to complete rollout stage. Vizo also informed that India as a country has an objective of achieving 175 million broadband connections by the Year 2017 and 600million by the year 2020 and there are even plans to provide a uniform broadband speed of 100 Mbps across all Gram Panchayats in the Country and said more focus need to be paid on aerial OFC, wireless and satellite technologies as under round optical fibre it were not likely to work properly in landslide prone areas of North eastern region except the State of Assam.
He said various NE states should have keeping in view, the aspects of setting up of Business Process Outsourcing (BP0)/ Knowledge Process Outsourcing (KPO), transformation of society into a digital society, enabling all Government Departments to have e-office, promote knowledge economy and increase the GDP, promote electronic financial transactions using virtual bank branches operating from Customer Activated Terminals through electronic accessories, ensuring cyber and information security, prevention of data corruption and fraudulent practices, integration of all government departments on a single platform, enable modern electronic systems like e-Cabinet, e-Legal, e-Education, e-mobile classroom, e-Hospital, e-Dashboard, Single window e-Business etc. 
Also he mentioned about strengthening of core infrastructures like State Data Centre, State Wide Area Network, e-District, National Information Infrastructure(NII), Common Service Centres (CSC) etc, enable security systems using electronic equipment such as electric field perimeter protection system, micro-wave co-axial cable system, vehicle identification system, biometric system, electronic scanner system, electronic explosive detection system, electronic jammers system, CCTV surveillance system with centralized common control, IP based surveillance system, advanced video analytic system etc. Vizo appealed the participants to create IT infrastructure in North Eastern region collectively. Resource person NISG, Prof. JC Kapur in his keynote address said there were different training programmes in North East capacity building initiatives which are targeted for skill building of government officers and to nurture a pool of trainers in e-Governance through the two specific programmes – Champions Skill Enhancement Programme and Executive Skill Enhancement Kapur informed that this was one of the special services programme for empowerment of North East through IT while the objective was to train the government officials on project management, business modules, contract management, project monitoring and evaluation. 
Delegates from all eight North Eastern States are currently in the state undergoing the six days training programme.
