DIMAPUR: The Committee on Urban Local Bodies and Nagaland Village Councils (vis à vis Nagaland Municipal Act, 2023 and Nagaland Village and Tribal Councils Act, 1978, as amended up to 2022) of the Nagaland Legislative Assembly, under the chairmanship of advisor K. Tokugha Sukhalu, conducted an official site visit to Pfutsero Town under Phek district on July 22, 2026 to review the implementation of the two Acts.
According to DIPR report, the committee was accompanied by advisor Imkongmar, advisor Dr. Kekhrieilhoulie Yhome, MLAs A. Nyamnyei Konyak, Dr. Neisatuo Mero, and Y. Lima Onen Chang, along with Assembly Secretariat officials led by Khruohituonuo Rio, secretary.
The meeting, moderated by Rhosietho Nguori, DC Phek, began with an introduction delivered by Mhalo Humtsoe, ADC Pfutsero.
It was also attended by Ramneek Gautam, SDPO Pfutsero; Vekhrolo Koza, BDO Pfutsero; Ketsinle Tep, EAC Razeba; and Bangjunglemba, EAC Pfutsero.
During the visit, the committee held separate interactions with Village Council chairmen, Village Development Board (VDB) secretaries under Pfutsero Sadar, councillors of Pfutsero Town Council, and Gaon Buras of Pfutsero Town.
Discussions centred on the implementation of the Acts, with emphasis on coordination between the Pfutsero Town Council, Village Councils, civil administration, service delivery, developmental activities, and challenges at the grassroots level.
Stakeholders shared views and suggestions on issues relating to urban governance, sanitation and solid waste management, infrastructure development, implementation of government schemes, financial resources, and the role of Village Councils and VDB Secretaries in promoting coordinated and sustainable local governance.
The committee took note of the concerns and assured further examination. It appreciated the cooperation extended by DC Phek, ADC Pfutsero, the Pfutsero Town Council led by chairman Mikha Kenye, and all stakeholders. Expressing confidence, the committee stated that the observations and recommendations arising from the visit would strengthen the implementation of both Acts, thereby enhancing the overall functioning of Urban Local Bodies and Rural Local Bodies in the state.
