DIMAPUR: A joint meeting of the Special Cell and the District Level Implementation & Monitoring Committee on the Solid Waste Management (SWM) Rules, 2026 was held at the Deputy Commissioner’s office chamber, Dimapur, on August 4 to review implementation of the Rules in the district.
According to DIPR report, the meeting was chaired by Deputy Commissioner Dimapur, Dr. Tinojongshi Chang, while ADC Dimapur, Dr. Diana Patton, briefed members on the objectives, key performance indicators (KPIs) and implementation roadmap under the SWM Rules, 2026.
Addressing the meeting, Dr. Chang stressed the need for coordinated efforts among all stakeholder departments to ensure effective implementation of the Rules. He urged members to strengthen monitoring mechanisms, improve inter departmental coordination and address challenges related to waste segregation, collection, transportation, processing and scientific disposal.
The committee reviewed the responsibilities of the reconstituted Special Cell and deliberated on strategies to enhance public awareness, improve compliance and promote cleaner and healthier urban and rural areas across the district.
The meeting also reviewed the district action plan and KPIs, including creation of a Special Cell under the DC, identification of Bulk Waste Generators (BWGs), mapping and bioremediation of legacy dumpsites, notification of SWM bye laws by Urban Local Bodies, implementation of four way source segregation at ward and Gram Panchayat levels, strengthening waste processing systems, assessment of manpower requirements for sanitation service delivery, and identification of tourist and pilgrimage sites for establishing special mechanisms. Officials emphasised timely implementation of these activities to achieve prescribed targets within the stipulated timeframe.
Members were also briefed on the Swachhatam Portal, the Ministry of Housing and Urban Affairs’ digital monitoring platform for tracking implementation of the Swachh Bharat Mission (Urban). The portal enables Urban Local Bodies and States to submit monthly progress reports, facilitates GIS based city profiling and mapping of sanitation assets, and supports standardised performance evaluation under initiatives such as Swachh Survekshan.
Officials from concerned departments attended the meeting and shared updates and suggestions for effective implementation of the SWM Rules, 2026.
