DIMAPUR: Chakhesang Students’ Union (CSU) conducted an Inner Line Pass (ILP) verification drive across its jurisdiction in Phek district from April 21 to 30, 2026, with the objective of safeguarding the rights and interests of the local populace and curbing the influx of illegal migrants.
CSU president, Povozo Soho and general secretary, Rhilo Cheiro stated that during the drive, a total of 481 non-locals were found to possess valid ILPs, while 21 defaulters were detected. Of these, 12 were identified in Phek, seven in Chizami, and two in Pfutsero.
The CSU subsequently lodged complaints for registration of FIRs against the defaulters at the respective police stations under the Bengal Eastern Frontier Regulation (BEFR) Act, 1873, demanding legal action. However, the union expressed concern that the defaulters were released after being issued ILPs by the administration, citing the cases as non-cognizable. CSU clarified that violation of ILP provisions constitutes a cognizable offence and regular cases ought to be registered.
Under the BEFR Act, 1873, any person entering or remaining within the Inner Line without a valid pass is liable to imprisonment up to one year, a fine not exceeding Rs. 1000, or both. CSU pointed out that the prescribed fine is grossly inadequate in today’s context, more than 150 years since the law was enacted, and fails to act as a deterrent.
The union demanded that ILP defaulters be produced before competent courts for necessary action through due process of law, rather than being dealt with administratively. It further called for separate Officers-in-Charge in every police station to ensure proper initiation and registration of ILP violation cases.
CSU resolved to continue conducting ILP verification drives at regular intervals and directed all affiliated units and subordinate bodies to remain vigilant, ensuring that non-locals residing or working under their jurisdictions possess valid ILPs.
It reiterated that the safety and security of the indigenous population must remain the top priority.
