CWS launches phase-I stir against govt inaction

DIMAPUR, JUN 15 (NPN): Chang Wedoshi Setshang (CWS) has commenced the first phase of agitation from June 15, citing the failure of the concerned departments (School Education, IPR and RCS) to respond to its representations and ultimatums on issues relating to staff transfers, shortage of personnel and an alleged illegal appointment.
In a press statement, CWS president Sanglekhamba and general secretary N Moa said it had earlier submitted representations to the district education office (DEO) and the principal director School Education, seeking withholding of release orders of ministerial staff posted in the DEO and SDEO offices in Tuensang and deployment of suitable relievers against transfer orders. However, it alleged that no positive response had been received from the department.
The student body also stated that it had opposed the transfer of staff from the district public relations office (DPRO), Tuensang, without adequate replacement and later served a 30-day ultimatum to the directorate of Information and Public Relations (DIPR) demanding replacement staff. It claimed that the department had not taken any action.
CWS further said it had raised objection to the appointment of a non-indigenous person as Grade-IV (MTS) staff at the assistant registrar of cooperative societies (ARCS) office, Tuensang, and sought termination of the appointment on or before November 8, 2025. It stated that despite earlier warning of office closure by November 19, 2025, no satisfactory action had been taken by the department concerned.

Accordingly, seven-day ultimatums were served on the Department of School Education, DIPR and Registrar of Cooperative Societies on June 1, 2026, but the deadlines expired without any satisfactory response or action.
Consequently, CWS said it was left with no alternative but to launch the first phase of agitation as a democratic means of seeking redressal of its long-standing demands, while warning that the agitation could be intensified if the issues remained unresolved.
CWS announced that the offices concerned would remain closed throughout the period of agitation until its demands were addressed. It also directed that no designated official should perform or discharge official duties, either within office premises or from any other location, including their residences.
CWS said it would closely monitor compliance and reserved the right to take appropriate action against anyone found engaging in official work in contravention of the agitation measures.
