DAPO opposes proposed dam

Downstream Affected People’s Organization (DAPO), DHEP has banned construction of any proposed dam in NAPA or Pyotchu area, under its jurisdiction, either by private company or government agency till further notice.
DAPO consists of 10 villages (Menshangpen to Pyotchu) on the right bank below the Doyang river dam.
However, any dam/project which does not include constructing of reservoirs may be allowed, provided DAPO be consulted on all such matters, said DAPO secretary, Wobemo Tsopoe in a press release.
DAPO said since it is the sole and legitimate organization representing the 10 villages on all matters concerning the Doyang river dam downstream (right bank), any proposal/agreement for construction of reservoir dams in its areas without its prior consent and knowledge would be doing at their own risk.
It also stated that No Objection Certificates issued to any company/agency for construction of reservoir/dams by the responsible villages should be considered as withdrawn or deemed null and void.
Meanwhile, DAPO executive council has decided to approach the chairman and chief managing director NEEPCO, Shillong to highlight their grievances. It warned the responsible authorities that failure on the part to address the demands of the people of the 10 villages, would compelled DAPO to take legal course by way of filing a Public Interest Litigation (PIL).
Downstream Affected People’s Organization has also resolved that the general assembly would be held and hosted by the respective 10 member villages on rotational basis.
