DC Dimapur flags border influx, seeks public vigil

In the backdrop of the ongoing eviction drives in Assam and growing concerns over possible influx of displaced individuals into the state, Dimapur deputy commissioner (DC) Dr Tinojongshi Chang convened a crucial meeting with civil society organisations (CSOs) at DC’s Conference Hall here on Monday.
Addressing the media after the meeting, Dr. Tinojongshi said the meeting was aimed at deliberating on movement of suspected immigrants across border and identifying areas where administrative interventions could be strengthened.
Highlighting the geographical vulnerability of Dimapur with its multiple entry points along Assam border, the DC admitted that it was not feasible for administration alone to monitor every location single-handedly, and therefore sought cooperation of colony councils, GBs, and CSOs to assist in surveillance and reporting.
Describing the meeting as “very fruitful”, he stated that several suggestions put forward during the discussion would be conveyed to the state government for further action.
Asked on how check points would be monitored amidst many entry points between Assam and Nagaland in Dimapur, the DC replied that police had been deployed for round-the-clock inspections, and that the administration was conducting periodic checks at vulnerable points.
Emphasising community vigilance, he requested the CSOs to collectively assist the administration in curbing influx of illegal immigrants. He revealed that proposal to set up check-gates at strategic entry points was brought up during the meeting, assuring that the matter would be taken up with the state government for consideration.
On the number of illegal immigrants deported from Dimapur, he said no formal data had been compiled so far. However, he cited a recent incident at Burma Camp where a group of suspected immigrants was intercepted by local youth. Following a social media post, he mentioned that police officials were dispatched to the area and the individuals were sent back.
Asked whether any detention centre would be set up for immigrants caught entering the state, the DC informed the media that the Ministry of Home Affairs had appointed a nodal officer in Assam, with whom the coordination would be done for deportation of immigrants caught entering Dimapur illegally.
On whether any dialogue was ongoing between the governments of Assam and Nagaland, he replied that while he was unaware of any formal communication, he revealed that he was in direct contact with the DC of Karbi Anglong, Assam.
When asked about cooperation from the Muslim Council Dimapur (MCD), DC said the district administration had not yet held formal talks with the council, but expressed hope that the council would cooperate in accordance with the decision taken by them.
Asked on the issue of Naga guarantor and the maximum number one Naga individual could become a guarantor of, he clarified that a Naga individual could legally stand as a guarantor for up to 10 non-indigenous residents.
He said the state cabinet had earlier deliberated on the issue and introduced modifications, allowing institutions and registered firms to act as guarantors.
Meanwhile, speaking to media, Dimapur Urban Council Chairmen Federation (DUCCF) president Zasivikho Zakiesato appealed all 97 colonies in Dimapur to stay alert and immediately report any suspected settlement of illegal immigrants within their jurisdictions.
On suggestion of introducing laws to penalise Naga individuals found sheltering illegal immigrants, he remarked that it was premature to comment on the matter as the issue was new to the public.
He however insisted that the Assam government must take full responsibility for the consequences of its eviction drives.
