Having noticed that authentication of applicants applying for various certificates by local authorities and GBs were done without sound verification, the Dimapur district administration has issued guideline for strict compliance by all concerned.
In a press release, Deputy Commissioner, Dimapur, Kesonyu Yhome, stated that Schedule Tribe/ Indigenous Inhabitant Certificates would be verified and signed by both GB and Colony chairman in the urban areas after which the signature of the concerned area administrative officer should be appended in order to authenticate the antecedents of the applicants.
It would be mandatory for GBs and chairmen to maintain a register of certificates issued and verified by them. In connection with certification of ST/ Indigenous Inhabitant certificates, GBs and chairmen should thoroughly verify the antecedents of the individual concerned and not to append their signature and seal for children of non Naga father as well as non Naga children adopted by Naga parents.
It would be mandatory to obtain the signature of concerned GBs while executing land related documents especially Sale Deed. However, no fee should be charged by the GBs for the services provided.
It said all certificate issued by GBs would be charged a uniform prescribed fee. All the signing authority in both rural and urban areas would use uniform format of all certificates issued by them, samples of which would be provided by the Deputy Commissioner’s Office, Dimapur.
Certificate of residential proof for the purpose of opening bank accounts could be issued by the GBs without any fees and charges and countersigned by an administrative officer.
It cautioned that GBs and chairmen indulging in issuing of doubtful and false certification would be summoned and action initiated against them by the district administration. The press release further stated that the guidelines should come into effect from May 1.
