Deputy Commissioner Dimapur Dr. Tinojongshi Chang has ordered the immediate cancellation of Non-Naga Indigenous Inhabitant Certificate bearing Registration No. 97, dated March 14, 2002, issued in the name of Nirmal Jain.
According to the order dated April 23, 2026, the action followed a representation dated June 26, 2025 submitted by Dimapur Naga Students’ Union (DNSU), alleging that the certificate had been fraudulently obtained. An Internal Inquiry Committee was constituted on July 10, 2025 to conduct a thorough and impartial investigation.
The committee issued a show-cause notice to Nirmal Jain, who submitted replies on July 22 and August 5, 2025. After examining all documents, evidence and submissions, the committee submitted its report on August 25, 2025.
The inquiry found that the certificate had been issued based on a claim linking his father’s name to the 1964 electoral roll at Serial No. 681 under D.U. 2. However, verification showed the entry as “Balchand Jain, son of Nantgram”, while Nirmal Jain in his reply stated that his paternal grandfather’s name was Hazari Mal, creating a fundamental and irreconcilable contradiction, the order stated. He also expressed uncertainty whether the person in the electoral roll was his biological father.
The committee, based on these glaring discrepancies and contradictions, concluded that there were sufficient materials to establish that Nirmal Jain had obtained the certificate through personation by misrepresenting his parentage with the intent to defraud the government and secure undue advantage.
Despite being summoned for final hearings on August 29 and September 3, 2025, the order stated that Nirmal Jain failed to appear and instead sought adjournments, following which the case was proceeded ex-parte.
The order stated that issuance of such certificates requires strict factual accuracy and that any fraudulent procurement constitutes a grave breach of public trust. It further held that a certificate obtained through misrepresentation is void ab initio and cannot confer any legal rights.
Accordingly, the DC declared the certificate null and void with immediate effect and without any legal validity.
