Deptts directed to identify appointments made since 2014

Despite issuing procedure for filling up of grade-III (non-gazetted) posts from time to time, the state government has noted that many departments were still making irregular/backdoor appointments and in some cases appointment was made without sanctioned posts.
It has also come to the notice of the government that the extant rules of recruitment with regard to qualification, age, reservation of backward tribes and physically challenged were not followed. 
Therefore, to do away with the menace of irregular/backdoor or illegal appointments made, the state government has issued instructions to review the policy made in grade-III (non-gazetted) appointments. A notification issued by the department of P&AR directed all the departments to make a list of all appointments made from 2014 till March, 2018 and confirm, if the appointments have been made against a sanctioned post.
For appointments made against sanctioned posts, the departments have been asked to verify if the procedures as per Service Rules and other relevant rules were followed for recruitment to the post.
With regard to appointment against sanctioned posts, the departments are to verify if those appointed had genuine documents for educational qualification and age. The state government has directed all the departments to identify all appointments made as stated above and submit the report to PA&R department by June 15, 2018.
