
Mokokchung District Legal Services Authority (MDLSA) organised a brief programme for handing compensation to two victims under the Nagaland Victim Compensation Scheme (NVCS) 2012 on Thursday at Mokokchung Deputy Commissioner (DC)’s chamber.
The cheques of Rs, 2 lakh and Rs. 1 lakh were distributed by DC Mokokchung, Sushil Kumar, to relatives of the victims.
DC encouraged and appreciated MDLSA for looking into the matter and facilitating such compensation to the victims.
Earlier, the programme was chaired by Panel Lawyer MDLSA Sentinaro and a vote of thanks was delivered by Principal District and Session Judge and Chairman MDLSA, Khape Koza.
MDLSA informed that to avail the victim compensation, the victims are identified by the Para Legal Volunteers or Panel Lawyers and an application is submitted either to the Chief Judicial Magistrate or District and Session Judge for recommendation under NVCS 2012.
The application is forwarded to Home Department and Rehab and Rehabilitation Department along with medical certificate. The Department finalises the list for awarding compensation. (Correspondent)
Earlier, on August 23 MDLSA visited district jail Mokokchung. The team was led by JMFC and Secretary MDLSA, Phuletho Yeptho along with APP Asinuo, Panel Lawyer MDLSA, Sentinaro and Retainer Lawyer MDLDS, I. Imkong Jamir. The team checked and identified 15 under trial prisoner’s /inmates to take further necessary steps and actions for them.
KDLSA: Kiphire District Legal Services Authority (KDLSA) held a consultative programme with the stakeholders under the Juvenile Justice (JJ) Act on August 22 at the district court complex, Kiphire.
A press note by KDLSA stated that chief judicial magistrate, secretary KDLSA and principal magistrate of the juvenile justice board, Mezivolu T Therieh, highlighted some of the basic procedures to be followed in juvenile cases.
He also mentioned that each unit should perform its own duty and responsibilities and try not to over step upon the functioning of the other unit as it would amount to complicating the case. She stressed that the Juvenile Justice Act should be thoroughly understood so as to function better.
While presenting reports, house father of the Observation Home, Kiphire, Thomas reported that till date 11 cases have been registered after the home started and out of which the maximum were of theft cases.
Sharing some success stories, he informed that, some juveniles have been reformed and have joined schooling, while another acquired carpentry training and earning his living through carpentry works.
Thomas also reported that the present home was not convenient for the juveniles as there was no enough space for recreations and apprised Principal Magistrate to address the problems to the higher authority.
Sharing the report on Special Juvenile Police Unit at Kiphire, SDPO Kiphire, Khuzah Jurry appraised that, at present there are eight members of SJPU headed by the Superintendent of Police which was established in the year 2010.
He reported the SJPU was trying the best to be supportive to the stakeholders for working hand in hand in the interest of the Juveniles.
JJB member, Shikali also shared about the cases before the Juvenile Justice Board. She said that JJB in Kiphire was established sometime in the year 2013 and for the past few years, the board is rendering its service for the upliftment of the children in conflict with law as well as child in need of care and protection.
She reported that for the year 2016-17, 5 (five) Juvenile cases have been taken by the board out of which 1(one) is still pending. Sharing her experiences, she said that many people are ignorant of the significance of the Juvenile Justice Act and that it has to be made aware through awareness.
Representing the District Child Protection Unit, Data Analyst, Liripi, reported that due to less knowledge among the citizens of Kiphire, for the last annual year 2016-17 they mainly focused on sensitizing the people about the value and positive aspects of the Juvenile Justice Act covering Kiphire town, Sitimi, Longmatra and Amahator.
He informed that under the sponsorship head it was reported that, 65 beneficiaries were selected whereby the amount of Rs.12000/ each were credited in the accounts of the beneficiaries.
As regard to the financial year 2017-18 he reported that the DCPU has referred one child to deaf and dumb institute Nahalbari in Dimapur and another child was send to specialized adoption agency,(Wangdangki) at Dimapur.
Earlier, while delivering a welcome note, chairperson Assistant Public Prosecutor, Sentila Aier, briefed the participants that the Juvenile Justice Act was enacted for care and protection of children. She mentioned that the Juveniles in conflict with law cuts across national boundaries and is a huge concern for all.
Members of Juvenile Justice Board, Special Juvenile Police Unit, District Child Protection Unit, Observation Home and Child Welfare Committee were the stakeholders present in the programme..
