DNSU demands probe into fraudulent issuance of IIC

Dimapur Naga Students’ Union (DNSU) has called for a thorough investigation into alleged fraudulent issuance of an Indigenous Inhabitant Certificate (IIC) to one Nirmal Jain, submitting a formal representation to the Deputy Commissioner of Dimapur on June 26, 2025.
The union stated that the decision was taken after thorough consultation with all its tribal units.
In a representation submitted to the DC, DNSU reiterated its commitment to safeguarding the land and identity rights of indigenous Naga citizens. Accordingly, DNSU said the union received an assurance from the DC that a comprehensive investigation would be initiated into the matter. The union vowed to leave no stone unturned in bringing the truth to light.
Affirming its respect and welcome for genuine non-Nagas who settle and conduct business lawfully in Nagaland, the union clarified that the issue was not about Nagas and non-Nagas, but to protect from criminals from exploiting the citizens of Nagaland.
Asserting that it would go to any extent to stop such criminal activities, DNSU said it was firm in its resolve to protect the rights of Nagas from individuals like Nirmal Jain, adding that such persons have no place in a society.
While pointing out that many Nagas may have forgotten the blood that has been shed to safeguard and secure Nagas’ identity and lands, DNSU asserted that “we cannot allow anyone to exploit our citizens or allow such criminals to misuse and play with the system to exploit us.”
DNSU stated that its team has taken an oath before the people and in the presence of God to serve the people, and reaffirmed its commitment to uphold that pledge till their last breath. It further cautioned that if any harm befalls any of its executives, full responsibility will lie with Nirmal and all those allegedly involved, and they will be held accountable before the Naga public.
DNSU said it maintains transparency on issues and welcomed anyone to conduct fact-finding. However, it warned that if any person, civil society organization (CSO) or any low/high-ranking officials are found to be manipulating and spreading rumours to undermine this genuine concern, the union said it would not hesitate to initiate defamation proceedings and take necessary steps to publicly expose those involved.
DNSU called for public solidarity from all conscious citizens, civil society bodies, and concerned individuals, stressing the importance of collective action to safeguard Naga identity and land rights from such fraudulent practices.
Furthermore, DNSU issued a stern warning against any form of harassment, intimidation or targeting of its executives or members in connection with the issue. It asserted that such acts would be met with “the full force of public exposure,” especially in light of the mounting pressure faced by its executives following the public exposure of Nirmal Jain’s alleged illegal activities.
The union also appealed to all citizens of Nagaland to remain vigilant, stay prepared, and stand united when needed. DNSU reiterated its expectation for prompt and decisive action from the authorities and sought unwavering support from the public to uphold justice and protect the rights of the indigenous people of Dimapur.
“Let this serve as an unequivocal message: the time for exploitation is over, and justice for the indigenous people of Dimapur will prevail,” the union stated.
