Dimasa Youth Organisation, Nagaland (DYON) has expressed deep concern over the directive purportedly issued by the state cabinet regarding suspension of Indigenous Inhabitants Certificates (IIC) to four Indigenous non-Naga tribes.
In a press release, DYO president Ringjen Langthasa and secretary Joyphen Khersa said that despite a High Court stay, the cabinet directive states that “no new IIC (Indigenous Inhabitants Certificate) should be issued to these tribes” during the ongoing legal proceedings.
DYON asserted that the move directly impacted their communities’ rightful recognition, access to opportunities, and equal treatment under the law.
It said that cabinet directive was not only discriminatory but undermined the democratic principles of inclusion, equality, and constitutional rights guaranteed to all Indigenous Communities of Nagaland.
According to DYON, delay in issuing IICs stalled their access to government schemes, job reservations, HSLC & HSSLC passed out students and other entitlements that their forefathers rightfully earned through generations of settlement and contribution to the state’s socio-cultural fabric.
Therefore, DYON has appealed to the state government to ensure the issuance of IICs to all indigenous communities without bias or delay and uphold the constitutional guarantee of equal rights and treatment to all citizens, irrespective of tribal affiliation.
