DIMAPUR, AUG 4 (NPN): The Eastern Nagaland Peoples’ Organisation (ENPO) has urged the Ministry of Home Affairs (MHA) and the Government of Nagaland to expedite the finalisation of the Special Legislation envisaged under Clause 3.3 of the Memorandum of Agreement (MoA) signed on February 5, 2026.
In a press communiqué, ENPO welcomed the progress made in the ongoing consultations and noted that the state government had submitted its revised draft of the Special Legislation to the MHA for consideration.
The organisation also appreciated the MHA for giving ENPO an opportunity to present its observations following the MHA-State meetings held on July 24 and 27. It clarified that while the consultation under Clause 3.3 was a process between the MHA and the state government, its observations were made in a constructive spirit to facilitate implementation of the MoA and not to interfere with the responsibilities of the governments concerned.
Reiterating that the MoA is a tripartite agreement among the MHA, the Government of Nagaland and ENPO, the organisation said all three parties should continue to remain guided by its provisions.
ENPO recalled that during its recent interaction with the MHA, it had appealed for the consultation process to be concluded at the earliest. Acting in good faith and to maintain public confidence in the peace process, it said it had suspended its proposed public rally and deferred its Central Executive Council (CEC) meeting to August 11 to allow sufficient time for the consultation to reach its logical conclusion.
According to ENPO, these decisions have created a legitimate expectation among the people of Eastern Nagaland that the agreed Special Legislation would be finalised within a reasonable timeframe and in accordance with the MoA. It expressed confidence that fulfilling this expectation would strengthen public trust in negotiated settlements and reaffirm the principles of fairness, good faith and accountable governance.
The organisation requested the MHA and the Government of Nagaland to conclude the consultation and finalise the Special Legislation at the earliest, preferably before the ENPO CEC meeting on August 11 or, in any event, before Independence Day.
Reaffirming its commitment to a peaceful, democratic and constitutional process, ENPO expressed hope that the ongoing consultations would lead to the successful implementation of the MoA, enabling the people of Eastern Nagaland to celebrate this year’s Independence Day with renewed confidence in the commitments made under the historic tripartite agreement.
