ENSF cautions against teacher transfers from Eastern Nagaland

DIMAPUR, SEP 15 (NPN): Eastern Naga Students’ Federation (ENSF) has cautioned education officials and school authorities in Eastern Nagaland against recommending or facilitating teacher transfers without ensuring proper replacements, citing an acute shortage of teachers in the region.
ENSF through its media cell said it acknowledged and respected the school education department’s March 24, 2026, notification regulating the procedure and period for submission and processing of teacher-transfer applications. ENSF clarified that it neither opposed nor sought to interfere with the government’s policy decision on transfers.
The federation, however, said the persistent shortage of teachers in schools across Eastern Nagaland had compelled it to raise concerns over further depletion of the existing teaching strength. ENSF said it had repeatedly brought the shortage to the notice of the competent authorities and pursued adequate and equitable deployment of teachers to protect the academic interests of students in the region. Against this backdrop, the federation said it had received information that some teachers were seeking transfers out of Eastern Nagaland by taking advantage of the March 24 notification, despite the existing shortage of teaching personnel.
ENSF cautioned all DEOs, senior SDEOs, SDEOs, heads of schools and school management committees (SMCs) under its jurisdiction not to recommend, forward or facilitate teacher-transfer applications unless a proper reliever was made available. It said particular care should be taken where a transfer could adversely affect the teacher-student ratio or disrupt the functioning of an institution. The federation also directed its constituent units to maintain strict vigilance and monitor teacher-transfer cases within their respective jurisdictions.
ENSF stressed that its position was not intended to undermine or obstruct the statutory authority of the government or competent departmental authorities over transfers and postings. Rather, ENSF said, the objective was to ensure that implementation of the transfer policy did not further aggravate the teacher shortage in Eastern Nagaland.
The federation further informed that any instance of forwarding, recommending or facilitating a transfer without a proper reliever, or in violation of the federation’s directives, should be reported to the ENSF for “appropriate action.”
