Accusing Nagaland Public Works Department (NPWD) of not following the State government policy of reserving 25% jobs for backward tribes of Eastern Nagaland in the department while make appointments, Eastern Naga Students’ Federation (ENSF) has given the department one month to rectify the anomaly. In a representation to NPWD by its president Sepili L Sangtam and general secretary Imtichoba Chang, ENSF also warned of initiating its own course of action, if the department failed to adopt necessary measures in this regard within the given time-frame.
It demanded that the department should compensate all those denied posts from the total appointments made from September 4, 2015 till date. ENSF recalled that the governor of Nagaland, in exercise of the power conferred by Article 16(4) of the Constitution of India, had directed that 25% jobs in all categories, both gazetted and non-gazetted posts, under the Government of Nagaland should be reserved for persons belonging to the six Eastern Nagaland backward tribes of Konyak, Sangtam, Yimchungru, Chang, Phom and Khiamniungan in the four districts of Mon, Tuensang, Longleng and Kiphire. A notification (RCBT-5/87 (Pt-II), dated Kohima, 14th April 2011) was issued in this regard.
Further, in exercise of this notification, personnel & administrative reforms (P&R) department had issued another notification (RCBT-5/87 (Pt-ll), dated, Kohima, the 4th September 2015) asking all departments and appointing authorities to maintain the existing government’s reservation policy while making any appointment, the representation added.
However, the federation expressed disappointment and sadness at having learnt that NPWD had failed to adhere to these notifications while making appointments since 2015.
