Finance department has said that non-transaction Wednesdays (March 6, 16, 23, and 30) and non-transaction Saturday (March 29) have been declared as transaction days both in treasuries and bank in all districts. In an office memorandum, secretary finance Y.Kikheto Sema requested all departments to ensure that proposals for issue of DA/DL are submitted on or before March 21 except for those proposals under CSS, NEC, NLCPR etc, which may be sanctioned and credited to the state account only by end of financial year. Departments have been asked to ensure that all requisite details for issue of DA/DL were furnished along with proposals for facilitating finance department to examine and dispose the matters without delay. Further, all departments have been informed to ensure that DA/DL issued by finance department were presented by the treasuries on or before March 29. It also informed that no claim for cash payment would be entertained in the treasuries after March 29 except on the strength of DA/DL issued by finance department.
