Advisor urban development and municipal affairs, Zhaleo Rio, said that the state government including the chief minister had been discussing on how to provide facilities and amenities to the urban local bodies (ULBs) despite funding constraints.
Advisor said this at the Swachh Bharat Mission-Urban 2.0 (SBM-U2.0) coordination meeting cum training on City Sanitation Action Plans (CSAP) and City Solid Waste Action Plans (CSWAP) plan implementation, strategies formulation, and mobilization of SBM projects for 39 ULBs held in the conference hall of urban development directorate here on Friday.
Zhaleo said that earlier there were only 19 ULBs, but now there were 39 ULBs, where some were trying to survive while others were yet to start.
Advisor said the department was expecting the administrative officers of ULBs to do their best in the management and maintenance of the urban towns in the State. Sharing his observation, Zhaleo said in his interaction with urban local body employees, he had a feeling that within the regular staff of urban local bodies there was a very deep nexus hiding many source of revenue from the administrator. “Today I don’t have any circumstantial evidence to show, however, these irregularities and anomalies are also very much present in every ULB,” he said.
He pointed out that those bigger ULBs, if they still claim that they cannot pay the salary of their employees then how do “we” survive. In this regard, he encouraged and appealed to all the administrators to pay more attention.
Apart from paying the salary of employees, he said that ULBs were also supposed to provide basic amenities through the resource generated, take care of garbage disposal, waste management among others.
