In a significant move to safeguard peace and security, a new body called the Highway Area Village Councils Forum (HAVCF) was formed by 11 villages located along National Highway-29.
HAVCF resolved that no underground faction shall be permitted to establish ‘designated camps’ within their territorial jurisdictions.
The resolution was one among several key decisions adopted during a joint meeting held on May 30 at Sovima Village Council Hall.
The meeting was attended by chairpersons of Village Councils, Gaon Buras (GBs), and Village Council Members (VCMs) of the concerned villages.
The house also unanimously nominated Sovima Village Council chairman Sebastian Zumvu as the pro tem chairman of the forum to be assisted by Vika H Chishi, VCM of Unity Village Council as secretary of the forum.
HAVCF informed that the decision to form the new body came in the aftermath of the May 23 incident at Unity Village, involving two NSCN factions, during which one group of armed cadres intruded into the village and opened indiscriminate fire, disturbing the peaceful atmosphere and creating fear psychosis in the minds of the villagers.
The forum resolved that any individual or member of any faction found violating Ceasefire Ground Rules by carrying or possessing arms or ammunition within HAVCF jurisdiction would be apprehended and handed over to the police for further action.
Further, the forum resolved that in the event of any such violation the HAVCF would impose a complete social and public boycott and adopt a policy of total non-cooperation even to the extent of ostracization of NPGs to which such individual was affiliated.
The house also cautioned that any resident individual under the jurisdiction of HAVCF found to be involved in or connected with such violent activities would be expelled from all the villages under HAVCF without exception. The forum warned that land patta/ownership of the individual or of any person associated with the concerned faction would stand cancelled as per the respective villages’ customary laws and procedures. The forum resolved that the above-mentioned actions would be independent of and without prejudice to any penal action.
When a group or individual is apprehended while indulging in antisocial activities by another village, the forum resolved that the matter would be first reported to the HAVCF and further action would be initiated subsequently.
HAVCF has appealed to all factions, individuals and organizations to respect the Ceasefire Agreement Ground Rules and to desist from engaging in any activities that could endanger public safety or disturb the ‘Peace’ of the Villages.
Meanwhile, the forum demanded amendment of the Ceasefire Ground Rules so as to ensure that Ceasefire Monitoring Offices of the groups were not converted to safe haven for criminals.
The forum lauded the prompt action taken by the office of Ceasefire Monitoring Group and law enforcing agencies in apprehending the perpetrators of May 23, 2025 incident.
HAVCF cautioned that their inability to enter into the haven harbouring the perpetrators owing to restrictions of the Ceasefire Ground Rules would compel the forum to take further course of democratic forms of protests if the culprits were not apprehended and booked under relevant provisions of the laws within one week.
The 11 villages that attended the meeting included Sovima village, Tenyiphe-1, Chekiye village, Unity village, 7th mile model village, Diphupar village, Diphupar B village, Thilixu village, Sodzulhou village, Kozabe village and Ikishe village.
The signatories of the declaration included drafting committee convenor Sebastian Zumvu, Diphupar VC chairman Ghuzhui Shohe, Chekiye VC chairman Hukiye Yepthomi, Thilixu village GB Tokishe Achumi, Unity Village Council VCM Vika H Chishi, Unity Village secretary Abenjang Imchen.
