HPC for Swachh Bharat mission

Urban Development Department, in a notification, stated that as provided at Para 11.2.1 of the Guidelines for Swachh Bharat Mission (SBM) of the Ministry of Urban Development, Government of India, the State Governor had constituted the State High Powered Committee (S-HPC) for the management of SBM (Urban) at the State level with immediate effect.
The HPC consisted of State Chief Secretary; Secretary of Urban Development Department; Director of Urban Development & State Mission Director (SBM); Representative of Home Department, Housing Department, School Education Department, Tourism Department, Health & Family Welfare Department, PHE Department, Ministry of Urban Development and Additional Director of Municipal Affairs.
The functions of S-HPC include the following:-
i.  Preparation, approval, and online publishing of State Sanitation Strategy (SSS) for Nagaland and City Sanitation Plan (CSP) for all cities covered under SBM (Urban).
ii. Finalisation of the Concept Note of the Urban Sanitation Situation before submission to the SBM National Mission Directorate.
iii. Empanelment consultants of repute and experience for:
(a) Preparation of DPRs under SBM
(b) Conducting independent review and monitoring during execution of projects.
iv. Empanel reputed Institutes like IITs, NITs, State Technical Universities etc. for appraisal of DPRs.
v. Sanction projects relating to Solid Waste Management recommended by the ULBs.
vi.Plan for additional resource mobilization.
vii. Plan for fund flow in the short, medium   and long term.
viii. Recommend proposals for release of installments of funds for projects under the Mission.
ix. Monitor outcome and O&M arrangements of projects sanctioned and completed under the Mission.
x.  Review the progress of Capacity Building, IEC, and Public Awareness activities under the Mission and approve their annual action plan.
xi.  Address violation of norms and conditions.
xii. Ensure convergence of action for  sanitation in the State and bring about inter-departmental coordination for this purpose as and when required.
xiii. Ensure timely audits of funds released and review the “Action Taken Reports” on various Audit reports of the Mission and other similar reports.
xiv. Review legal issues, if any.
xv. Take up any other matter relevant for the efficient implementation of the Mission, or means referred to it by the SBM National Mission Directorate.
xvi. The S-HPC will also function as the State Level Review and Monitoring Committee (SLRMC).
