Dimapur Municipal Council (DMC) has empowered Dimapur Urban Council Chairmen Federation (DUCCF) and GB’s Union (Urban) Dimapur to check illegal dumping of garbage/waste in drains and littering of public spaces in their respective colonies/wards and to strictly monitor and enforce penalties on the offenders.
Terming it as illegal– dumping of garbage/waste in drains and open spaces, DMC administrator W. Manpai Phom through an order notified that DUCCF and GBUD would impose penalty under the mentioned rates– first offence Rs.1000, second offence Rs.2000 and third offence Rs.5000. Further, DMC asked DUCCF and GB’s Union to issue proper receipt, maintain record and submit monthly report to DMC. DMC stated that amount collected could be utilised for sanitation/waste management expenses in the wards/colonies.
DMC stated that rampant illegal and irresponsible littering and dumping of garbage and solid waste in drains and open spaces have led to blockage/clogging of drains and affecting all the main drainage system within DMC jurisdiction and resulting in flooding/inundation of several low-lying areas in Dimapur due to backflow of water.
With the present system of waste collection in place, DMC informed that garbage/municipal solid waste was collected from point to point covering all wards and that waste was to disposed either in sanitation vehicle detailed for the purpose or in designated commercial waste collection points.
DMC said that all out efforts were being made to clean/clear the drains and main drainage system by DMC and district administration in collaboration with DUCCF and GBs.
Ward 21 welfare committee cautions
Ward 21 Welfare Committee, a conglomeration of four colonies – Middle Point Colony, Churches Colony, Notun Bosti, and Nyamo Lotha Colony– has cautioned all commercial and business establishments of strict action against littering.
In a notification issued to all commercial and business establishments under their purview while keeping in mind everyone’s overall well-being, committee’s convener D Jonah Achumi and secretary Omega G Naga directed all commercial and business establishments not to dispose of trash or garbage in drains or by the side of roads.
It also asked the commercial establishments not to store things, post signs, or display goods that hindered foot traffic on walkways.
The committee also forbade merchants and stalls from obstructing footpaths, impede public right-of-way, or make parking challenging.
Business establishments have also been asked to cover cracked drain cover slabs in front of their shops/stores before the appropriate authorities restored the these, in order to avoid trash from entering the drain and blocking water flow.
Further the Committee also strictly prohibited all dubious business unions and organisations in conducting business or generating funds under their authority.
The committee declared that all commercial and business entities should adhere to the rules, and warned that breaching these would invite strong action.
