Giving his own personal point of view on Article 371A and especially Clause IV in the run up to the consultative meeting on oil exploration and exploitation, (besides other issues) adviser IPR and S&WC Imkong Imchen said Art. 371A was rather a protective provision and not an enabling provision. He said since the state legislature was not empowered to frame rules with regard to Clause IV, so therefore, Art. 371A has become redundant.
