Implement govt memorandumon contract, supply works: NCSU

Nagaland Contractors’ and Suppliers’ Union (NCSU) has expressed disappointment over non-implementation of state government memorandum by the government officials and politicians while awarding the contract and supply works to the contractors in Nagaland.


In a representation addressed to the state chief secretary, the NCSU president Pele Khezhie and general secretary John Kath reminded that the state government in 1985 issued a memorandum directing that all the contract/supply works in the state of Nagaland should be awarded only to the registered contractors and suppliers holding identity cards of the NCSU.


In addition, NCSU said that the state government through a memorandum dated October 4, 1995 informed all heads of department/administrative departments that all the government contract & supply works in the state of Nagaland should be awarded only to contractors & suppliers registered members with holding the identity card of the NCSU.


It further said that another state government contractors & suppliers rule states that contract & supply works are awarded to the contractors & suppliers through Notice Inviting Tender (NIT) on open tenders only. However, NCSU said it was not in practice till date.


NCSU alleged that many government officials and politicians knowingly ignore the government standing rules and illegally award the works to “selfish Contractors through Table Tender or back door means (without following the NIT) in order to gain them.”


According to NCSU, it had submitted several representations to the state government not to allow such illegal practices and take stern action against the corrupt officials and politicians.
However, it lamented that no action has been taken against the defaulters so far.
Stating that “enough is enough”, NCSU said the matter seemed to be serious, adding it cannot remain as mute spectators any longer.


Therefore, NCSU has urged the chief secretary to intervene and issue another reminder to all heads of department and administrative department to follow the state government memorandum in toto and award the contracts and supply works only to the contractors & suppliers registered members.


NCSU cautioned that any government officials and politicians not implementing government memorandum would be doing so at their own risks. NCSU also warned that higher authority’s failure to address would force the union to seek legal action against the defaulters in the court of law.
