PM reminder on Forest Rights act

Sending out a clear message to all the state chief ministers, Prime Minister Dr. Manmohan Singh in a letter last week reminded them of the need for speedy and effective implementation of the Scheduled Tribes and Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006.
The Prime Minister urged the chief ministers to give personal attention to expedite action on the matter to ensure that a very vulnerable section of the population of the country gets its basic rights over land, which has historically been in its possession.
The Prime minister also recalled his earlier letter dated January 8, 2008, drawing the attention of the chief ministers on the same issue.
According to a PIB release, a recent review by the Ministry of Tribal Affairs, Government of India, showed that while some states had moved ahead, some others were yet to complete activities related to filing of claims etc.
“Needless to stress, it is important for those States, which have large tribal populations to ensure that the opportunity through this landmark legislation is not missed and every genuine claimant is provided with title deeds,” Singh said.
Meanwhile, over 8 lakh claims have been received by various States for allocation of land under the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of forest Rights) Act.
The claims are under various stages of verification, according to reports received by the Ministry of Tribal Affairs from the various States.
All the States have constituted various committees at State, District and Sub-Divisional levels for verification of claims as prescribed under the Act. Translation of the Act and the rules have also been done in the regional languages and been distributed to Gram Sabhas and Forest Rights Committees.
Awareness programme about the provisions of the Act and training up of the field level workers for speedy implementation of the Act have been taken up.
States have also organized sensitization workshops for the employees involved in implementation of the Act and monitoring format for implementation of the Act has been developed for weekly and monthly monitoring of the implementation.
