DPAM concerned over CMHIS card

District Pensioners’ Association Mokokthung (DPAM) has expressed concern that the Chief Minister’s Health Insurance Scheme (CMHIS) card would be issued only after one year or more to the pensioners/govt. employees etc.
In a press release, DPAM president L Tia Amri and general secretary S Bur Jamir stated that the medical card holder was entitled for treatment in the empanelled hospital by submitting the CMHIS card to the hospital admitted for treatment.
However, DPAM stated that on the other hand, medical insurance money of 50% of the medical allowance (Rs. 4000) was to be deducted with effect from November 2022 from each incumbent.
As per the existing provision, DPAM said the subscriber right was created w.e.f. November 2022.
In case of an incumbent CMHIS card holder was treated or expired within the period before the issuance of the CMHIS card, DPAM said such patient should be paid arrear after receiving the card.
It stated that non-payment of that period of one year or more if treated in the empanelled hospital starting from November 2022 would be a breach of fundamental right.
