MoU gifting women’s hostel to NAPO is a fraud: RPP

Rising People’s Party (RPP) has accused the State government of handing over the ownership and possession of a Working Women’s Hostel (WWH) to Northern Angami Public Organisation (NAPO) constructed at Walford Colony, Dimapur under Ministry of Housing and Urban Poverty Alleviation (MoHUPA).
RPP, in a statement, alleged that a MoU was signed between the additional director of Municipal Affairs Department and NAPO whereby the former agreed to construct a WWH at Walford Colony and then hand over the entire completed building to the latter for sole ownership. RPP said the scheme fell under MoHUPA, with the State bearing 10% of total project cost, which was Rs 968.96 lakh. RPP said the construction had been completed and now believed to be under the possession of NAPO as per the terms and conditions of the MoU.
RPP claimed that as per the MoU: “The Second Party (NAPO) will thereafter own, operate and maintain the WWH without interference from the First Party (State Government)…and the revenue so generated from the operation of the WWH shall be entirely appropriated by the Second Party…and the First party shall lay no claim whatsoever on the revenue.”
RPP said the MoU signed between the state government with NAPO was “illegal and a total fraud” epitomising corruption in the State. RPP said it was unthinkable that such a blatant disregard for rules and guidelines could be carried out with impunity for which appropriate punishment would have to be meted out to the parties involved. It also requested MoHUPA to repossess WWH and demanded appropriate action against the government, including reviewing all flagship programmes under the ministry in Nagaland.
