ZYF (N) alleges anomalies in disbursal of land compensation

Zeliangrong Youth Front (N) has alleged huge anomalies in allocation of land compensation FOR NH 129A Dimapur-Maram road via Jalukie, Peren, under former deputy commissioner (DC) Peren and his team for package-II.
ZYF action committee convener Atabe Newme in a statement claimed that discrepancies involving crores of rupees were detected after information was received through an RTI reply from the Peren district administration.
He said various incriminating evidences like documentary and photographic images implying anomalies in carrying out assessment and disbursal of compensation by the competent authorities were found when proper enquiry was made. He mentioned that detail estimate for 78 beneficiaries and the amount to be paid was brought forward to the knowledge of the aggrieved party.
He claimed that some beneficiaries had on August 2, 2021 executed declarations/affidavits relinquishing their title rights and transferred land for construction of two-lane NH129A, while some who did not execute the declaration also found execution of deeds signed without their consent, which would have legal ramification.
Newme further alleged that some unaffected individuals had become beneficiaries. Thus, 27 beneficiaries were aggrieved by the irregularities, bias and discrepancy in the payment of compensation on the following grounds– i) some beneficiaries’ signatures were never obtained but forged; ii) some received less amount than the stated amount, and iii) some received more than the actual estimated amount compared to their neighbour.
He said some unaffected persons knowingly signed affidavits/declarations though they did not own any property, but still received compensation.
According to him, seven affidavits/declarations were allegedly executed on August 2, 2021 by “Old Jalukie village chairman Hainkieng and Jalukie Pumling Nko chairman Kumui Nring stating that they own land and claim compensation amounting to Rs 2,30,44,056.”
Besides, they claimed that DC Peren had issued cheques on May 3, 2021 to a family who did not own any land in NH129A (ROW) area, which was contrary to norms provided under the National Highway Act, 1956.
ZYF further said that on March 15, 2021 additional deputy commissioner (ADC) Peren had furnished information under RTI Act, 2005 where terms and conditions of the road construction project were stated. But the mode of compensation payment was contradictory to the project policy, the ZYF leader stated.
Newme claimed that the front had on April 11, 2020 submitted a representation to then Peren DC pointing out all the anomalies in dispensing of compensation pertaining to NH 129A in Peren district with a prayer to address them, which was totally ignored.
After requesting the administrative set-up several times and having given them time to do the needful, he warned that the aggrieved families would have no alternative but to take to legal recourse seeking justice.
He also asked the erring officials and individuals involved in the issue to come forward and rectify the matter in a time-bound period so that justice could be delivered to the aggrieved individuals in the earliest possible time because justice delayed was justice denied.
