DIMAPUR: Kohima Municipal Council (KMC) has notified that its Dog Pound will commence operation from October 20.
In a notice issued by KMC Chief Executive Officer Alem Yapang Longchar, all dog and pet owners have been directed to keep their pets confined within their compounds at all times. If taken outside, dogs must be kept on a leash.
The notice warned that any dog found roaming the streets without a leash, along with its owner or caretaker, shall be impounded without further notice and taken to the KMC Dog Shelter. Owners may claim their dogs upon producing identity documents establishing ownership.
It stated that an impounded dog will be kept at the shelter for a maximum of seven days, including the date of impoundment. Thereafter, the dog will either be given to a new owner, handed over to animal care organisations, or disposed of as deemed fit. “An owner cannot claim the dog after expiry of the maximum holding period,” the notice cautioned.
KMC has prescribed penalties of Rs. 2,000 for first impoundment, Rs. 2,500 for second, and Rs. 3,000 for third. From the fourth impoundment onwards, an additional Rs. 1,000 will be charged over and above the third impoundment penalty for pets belonging to the same owner.
Feeding charges have been fixed at Rs. 200 per day, while immunisation charges will apply if an immunisation certificate is not produced. Cleaning and grooming charges have been set at Rs. 100, with surgical or medical treatment fees charged as per actuals.
Impounded dogs can be claimed from the Dog Shelter at KMC MRF Plant, Lerie, between 9 a.m. and 1 p.m. on working days. The notice further stated that in the event of a dog bite incident, the dog owner will be held responsible for compensation if the dog is found unleashed outside the compound.
