
The Urban Development department, in a notification, has informed the public that the government of Nagaland has set up a Kohima Solid Waste Management Authority (KSWMA) under the aegis of Kohima Municipal Council (KMC) to conduct regular Operation & Maintenance (O&M) exercises for “Kohima Solid Waste Management Facility at Lerie”, funded under the ADB assisted program, with immediate effect.
According to DIPR, a Board of Directors (BoD) shall be constituted for overall monitoring, operations and technical support of the facility under KSWMA with a designated managing director.
The managing director shall be authorized to “take up” a plant manager and assistant plant manager for day to day operations and technical support of the facility, to be hired on a contract basis. The KSWMA will also engage labourers as required for segregation and operations of the facility. In order to build up local capacity, KSWMA can also consider designating a deputy plant manager to be provided through Entrepreneurs Associates. KSWMA shall maintain a separate book of accounts for maintenance of the facility.
The KMC shall also depute sanitary inspectors and other staff that may be required for undertaking responsibilities being entrusted to KSWMA.
By-Laws shall also be framed for the KSWMA which should be submitted to the government within 30 days for approval.
