Close on the heels of an earlier RTI filed with the Department of Health & Family Welfare over emergency purchases for COVID-19 which was taken to court in the form of two PILs, another RTI application has been filed with the same department by Niketu Iralu, chairman, Kezekevi Thehuo Ba (KTB); general Secretary, Robert N. Solo and member Chozüle Kikhi.
In their RTI application, the three sought details over fund received from the World Bank under the Nagaland Health Project (NHP) from November 2016 to June 2020.
According to the RTI application dated June 27, the three had asked for particulars of documents to be inspected regarding the fund received for specific targets/interventions as mentioned in the World Bank-International Development Association’s Project Development Appraisal Document on the proposed credit to India where an amount of $48 million (or Rs.362,46,48,000) was provided for NHP since November 28,2016.
The applicants in their query also demanded details of file noting and documents of construction works, medical equipments, if procured under NHP from WB funds. They also asked for details of NIT and work orders awarded to contractors for infrastructural development, renovation, construction of health facilities under WB-aided funds. The applicants also sought details of total amount credited into the accounts of the Village Health Committees for Community Action for Health and Nutrition from the year 2016 till June 2020 under the NHP aided by the World Bank.
They also sought detailed information on the NIT and work orders awarded to the contractors for infrastructural development/ renovation/ construction of health facilities under the World Bank aided funds.
Further the RTI query also asked for names of Health facilities which were provided with 24X7 electricity through the World Bank aided funds under the NHP including information on the budget sanctioned for water supply in health facilities under the NHP aided by the World Bank.
The applicants also sought details of the total amount received for construction of Medical College in Nagaland through World Bank and Central Government and other sources from the inception till June, 2020. They also sought details of work completion order and status of work completion of Nagaland Medical College. The applicants also asked if funds from the World Bank-aided funds were diverted and if yet, for what purpose and details including proposals for diversion on file noting.
