Manipur government proceeds with Sangai festival plans

Despite mounting appeals for deferment or cancellation from civil society organisations (CSOs) and internally displaced persons (IDPs), the Manipur government is moving ahead with preparations for the 12th edition of the Manipur Sangai Festival, scheduled to be held from November 21 to 30, 2025 at Hapta Kangjeibung, Imphal.
The annual ten-day festival, named after the endangered Sangai deer, showcases Manipur’s cultural heritage through indigenous sports, handloom and handicrafts, music, and cuisine. This year’s edition, organised under President’s Rule administration after a two-year hiatus due to the ethnic crisis, will focus on themes of unity, healing, and inclusion.
A notification issued by the Directorate of Trade, Commerce and Industries on November 7 confirmed the festival’s schedule and invited applications for stall allotment at the main venue. Online submissions will be accepted from November 9 to 13, with the draw of lots and result declaration set for November 14.
The decision to host the festival was earlier resolved in a high-level meeting chaired by Governor Ajay Kumar Ball on September 19.
However, several CSOs, including the Coordinating Committee on Manipur Integrity (COCOMI), have criticised the move, alleging that the government is attempting to project a false image of normalcy while thousands remain displaced due to the ongoing ethnic violence. IDPs residing in relief camps across valley districts were among the first to call for cancellation, expressing deep resentment and warning of agitation if the festival proceeds.
COCOMI and allied organisations have urged the government to redirect festival funds towards IDP rehabilitation, terming it a more humane and responsible approach. Women-led and student bodies have also backed the boycott call.
The ethnic crisis that erupted on May 3, 2023, claimed over 260 lives and displaced more than 60,000 people. Despite a three-phase rehabilitation plan announced by the administration, thousands continue to languish in relief camps with the December deadline for camp closures approaching.
