DIMAPUR: A meeting of line departments and officials was held at the Chamber of the Deputy Commissioner, Kohima to deliberate on measures to address the growing issue of stray and free roaming dogs in Kohima town and colonies.
According to DIPR report, concerns were raised over dogs roaming without leashes, incidents of dog bites and public complaints about dog faeces littering roads, footpaths and public spaces. The meeting stressed responsible pet ownership, proper disposal of dog waste and effective control of dogs.
Kohima Municipal Council (KMC) informed that a dog shelter was earlier maintained near the Old Zoo before the Covid 19 pandemic, but was discontinued following public complaints of noise. Dogs at the shelter were provided adequate care and feed, with owners allowed to retrieve pets after paying applicable charges. Unclaimed dogs could be adopted after a week.
The meeting noted that while there is no law prohibiting dog ownership, pet owners must ensure their dogs do not roam freely without control or a leash. Reviving the dog shelter, compulsory vaccination and registration of pet dogs, and awareness campaigns at colony and ward levels were discussed.
As a public health measure, the meeting emphasised doorstep access to basic veterinary services, including vaccination, and educating pet owners on hygiene and responsible ownership. The Society for Prevention of Cruelty to Animals (SPCA) submitted suggestions, which will be incorporated into guidelines to be issued by the administration.
Relocation and reactivation of the dog shelter were also deliberated, with proposals for a reporting mechanism through a helpline or WhatsApp group to enable citizens to report cases of free roaming or problematic dogs.
The meeting further stressed utilising existing resources to work out practical solutions. The KMC was directed to submit an action plan for relocation and management of the dog shelter by September 17.
