The Manipur Legislative Assembly is set to resume its seventh session on March 9, 2026, after being adjourned sine die on February 5. This upcoming session will focus on presenting the state’s budget estimates for the fiscal year 2026–27, marking the first budget of the BJP-led coalition government under Chief Minister Yumnam Khemchand Singh. The Assembly bulletin confirmed that proceedings will begin at 11 a.m. in the Assembly hall, Imphal. The duration of the session will be determined by the Business Advisory Committee.
The earlier session on February 5 was significant as it followed immediately after Khemchand Singh’s swearing-in as chief minister. That session included the Governor’s traditional address and the passing of a confidence motion for the new government, which came into power after nearly a year of President’s Rule and suspended animation of the Assembly.
Ahead of the budget session, Chief Minister Khemchand chaired a cabinet meeting at the secretariat on March 5. The meeting, attended by most ministers except Deputy Chief Minister Nemcha Kipgen, focused on key administrative and governance matters. Ministers present included Deputy Chief Minister Lousii Dikho, Home Minister Govindas Konthoujam, and Arts and Culture Minister Khuraijam Loken Singh, along with senior officials. The discussions emphasized transparency, accountability, and citizen-centric governance. In a Facebook post, the chief minister highlighted that several important administrative decisions were adopted, aimed at strengthening peace, security, and inclusive development. He reiterated the government’s commitment to stability, sustainable growth, and prosperity for all citizens.
Speculation is growing that the chief minister may expand his council of ministers after the budget session. Under constitutional provisions, Manipur can have up to 12 ministers, including the chief minister, meaning Singh could induct seven more members. Despite the allocation of portfolios last month, the expansion has not yet taken place.
In summary, the March 9 budget session is poised to be a crucial milestone for the newly reinstated BJP-led government in Manipur. It will not only present the first budget under Khemchand Singh’s leadership but may also set the stage for a cabinet expansion, signaling the government’s broader agenda of strengthening governance and development in the state.
