Nagaland Civil Secretariat stresses discipline, vision alignment at AHoDs & HoDs meet

DIMAPUR: The first meeting of Administrative Heads of Departments (AHoDs) and Heads of Departments (HoDs) for 2026 was convened at the Nagaland Civil Secretariat under the chairmanship of chief secretary Sentiyanger Imchen on February 18, 2026.
According to DIPR, expressing concern over officers leaving station without formally availing leave, the chief secretary reminded that AHoDs must obtain prior approval from his office, while HoDs are required to seek permission from their respective Administrative Heads. He cautioned that indiscriminate attendance at workshops hampers efficiency, urging officers to prioritize only those directly relevant to their departments.
Highlighting the State’s commitment to the Sustainable Development Goals (SDGs) and the vision of Viksit Bharat, Imchen called upon all departments to chalk out clear strategies and concrete action plans. He noted with concern that despite the preparation of the Vision 2030 document through wide departmental consultation, few have actively pursued its implementation. Departments were directed to be prepared for follow-up communications from his office.
Home Commissioner Abhijit Sinha, underscored the importance of attendance during Assembly and budget sessions, stressing that departmental presence is crucial for timely clarifications. He urged departments to prepare Governor’s Address and budget speeches with clarity, precision, and innovation, avoiding repetition of past achievements.
Finance Commissioner Kesonyu Yhome, briefed on budget preparations, reminding departments to adhere strictly to submission timelines. He emphasized that budget inputs must focus on new initiatives. Raising concern over delayed reconciliation of accounts, Yhome urged departments to ensure timely updates with the Accountant General’s office to avoid unnecessary escalation of issues.
Citing interactions with the Accountant General (AG) Office, Yhome pointed out that issues which could have been resolved at the departmental and AG level are being unnecessarily escalated due to delays.
He urged all Administrative Heads and Heads of Departments to ensure that their respective Accounts Sections remain properly informed and updated, so that reconciliation is undertaken without lapse.
Yhome emphasized that strict adherence to financial discipline is essential for smooth functioning and accountability, and reminded departments that timely reconciliation prevents avoidable complications in audit and budgetary processes.
All AHoDs and HoDs attended the meeting.
