Chakhroma Public Organisation (CPO) has submitted a situation report to the ADC, Medziphema, regarding the February 13 incident at Maova Village under Medziphema sub-division.
In the report, CPO president Zhato Kimho and vice president Sebastian Zumvu stated that it had been receiving complaints for several years alleging that Maova Village Council had restricted property owners from developing their land and indulged in acts of intimidation, despite communication from the administration advising the council not to impose such restrictions.
CPO said that following written complaints last year from two landowners alleging illegal construction on their properties, it had served a notice on December 2, 2025 directing the council to dismantle the structures by December 25, 2025. However, it claimed that no official response was received.
According to CPO, its leaders, accompanied by a few youth volunteers, visited the village on February 13 for dialogue with the council chairman and GB. Upon arrival, they alleged they were met with aggressive behaviour and attacked with stones and batons. CPO claimed its president was pushed and had to be pulled to safety, following which youth volunteers retaliated.
CPO further alleged that during the scuffle, EAC Medziphema and a police personnel were injured, stating that this could be verified from the injured officials regarding who pelted stones at them.
Left with no option, CPO said the youth volunteers called for reinforcement from nearby villages. Upon arrival of the reinforcement, CPO said some individuals were seen taking refuge in a shop and at the GB’s residence. It said that following news of the injury to officials, youth volunteers entered the GB’s compound and unfortunately some vehicles were damaged.
CPO also stated that a shop was set ablaze and several LPG cylinders exploded, though it said it could not ascertain how the fire started. It further alleged that villagers had prepared rocks, batons and catapults in advance and suspected that some sort of ammunition, which was stocked, may have been set ablaze along with the LPG cylinders.
CPO claimed that 24 of its youth volunteers sustained injuries of varying degrees and three vehicles were damaged during the incident.
