Nagaland DoPN clarifies smart meter rollout; inquiry panel set up

DIMAPUR, NOV 8 (NPN)

The Department of Power Nagaland (DoPN) Distribution & Revenue, has issued an extensive clarification on the installation of smart electricity meters across Dimapur, following a news report aired by a local TV channel on November 7, 2025.
In a statement, CE (D&R) stated that the installation or replacement of conventional meters with smart meters under the Revamped Distribution Sector Scheme (RDSS) is being carried out free of charge. These meters, it clarified, will initially operate in post-paid mode, and therefore, consumers are not required to make any advance recharge at the time of installation.
The department said the system will transition to prepaid mode once the smart metering network stabilises, and consumers will be informed well in advance through SMS, email or print media before the transition is enforced. Consumers have been urged to update their mobile numbers and email addresses to ensure seamless communication, as printed electricity bills will eventually be discontinued with the introduction of a paperless digital billing system.
The department further clarified that smart prepaid meters being installed under the Special Assistance to States for Capital Investment (SASCI) Scheme are also provided free of cost. However, because these meters function from the point of installation in prepaid mode, consumers must make an initial recharge of up to Rs 500 to activate the meter and begin usage.
On the process for new service connections, sub-meters and load changes, the department emphasised that consumers must submit applications along with a Wiring Completion & Test Report/Certificate issued only by an authorized licensed electrical contractor registered under the Department of Power, Nagaland. This certificate is mandatory for the free issuance and installation of smart meters.
The department said that a Test Report/Certificate is mandatory for obtaining new service connections and additional meters. It clarified that only registered electrical contractors under DoPN—who have actually carried out the internal wiring of the building—are authorised to issue the certificate, which must be provided free of cost. Therefore, consumers have bene advised to engage licensed electrical contractors to ensure compliance with safety standards and quality workmanship.
Raising a matter of concern, the department pointed out that many property owners and prospective consumers have been engaging unauthorised electricians for internal wiring and then attempting to obtain Test Certificates from licensed contractors who did not perform the wiring.
The department termed this practice illegal, stating that such actions could promote corruption, compromise safety standards, and jeopardise the quality of electrical installations. It also clarified that any rates or charges fixed by the Nagaland Electrical Contractor’s Association for issuing Test Certificates were not legal, and contractors involved in such practices could face disqualification of their licences.
Explaining the significance of the Electrical Test Certificate, the department said the document plays a critical role in ensuring that all electrical installations- wiring, sockets, fuse boxes, MCBs, distribution panels- comply with safety norms and do not pose risks to occupants. The certificate includes inspection and testing to detect potential hazards, defects or outdated components that might lead to system failure. It said proper certification is essential to prevent electrical shocks, fires and accidents, and is a legal requirement under the IE Act 2003, IR Rules, and the Nagaland Electricity Supply Code.
Addressing issues in multi-storey rental buildings, the department said tenants sharing a single electricity bill under the owner’s name may apply for separate smart meters. For this, the building owner or tenants must submit an application along with a Test Certificate issued by the registered electrical contractor who completed the wiring for the modified LT circuit where the meters will be installed.
The department said the Division and Sub-Division offices will review applications for completeness and issue smart meters free for installation. However, the cost of service wires, cables, cut-outs, MCBs and other materials conforming to IS/BIS standards will be borne by the consumer or must be provided at the time of installation.
Meanwhile, the department informed that it has formed a divisional-level inquiry committee to look into allegations made by NLTV regarding irregularities in smart meter installation. The committee has been tasked to examine the matter thoroughly and submit its report by November 10, 2025. The department assured the public that strict disciplinary action would be taken against any officer or staff found involved in corrupt practices.
The department also appealed all to verify information and seek clarification from the department before publishing or broadcasting such reports to prevent dissemination of incorrect or biased information, which could create confusion among the public.
