The Eastern Naga Students’ Federation (ENSF) has expressed serious concern over the ongoing “pen-down strike/tools-down strike,” called by Joint Coordination Committee (JCC) on IAS induction (CANSSEA, FONSESA, NIDA, NSSA & NF&ASA), highlighting its adverse impact on the normal functioning of public offices and the undue hardship it has caused to all sections of society.
In a statement, ENSF said public servants, as custodians of public trust, have a responsibility to ensure that citizens are not deprived of essential services, irrespective of the reasons behind the strike, adding that the welfare of the public must not be compromised or held hostage by matters pertaining to internal administrative differences.
While acknowledging the right of employees to voice grievances, it emphasized that such rights must be exercised within the framework of law and established service conduct.
ENSF noted that the cessation of work, whether in the form of pen-down, tools-down, or similar agitation, runs contrary to the core principles of public administration, including continuity of governance, adherence to lawful authority, and the obligation to serve citizens without interruption. Such actions directly affect the delivery of essential services, causing inconvenience and hardship to the public, it added.
The federation reaffirmed its faith and confidence in the decisions of the mandated government, emphasizing that it was duty-bound to act in accordance with established rules, procedures, and the framework of due process. It said that every administrative decision is presumed to be made after careful deliberation, consultation, and consideration of relevant service rules, policy implications, and the larger public interest.
ENSF urged employees to pursue grievances or dissatisfaction through institutional and procedural mechanisms available within the service framework- such as formal representations, consultations, and dialogue- rather than through actions that disrupt administrative functioning. It said that constructive engagement within legal and service norms was described as the most responsible and effective means to address differences while safeguarding collective interests.
In light of the severe impact on citizen welfare, ENSF earnestly called upon all concerned employees under the eastern region to withdraw from the ongoing pen-down/tools-down strike and resume normal duties, and restore full office functioning to ensure uninterrupted service delivery to the public.
