A Memorandum of Understanding (MoU) between the Capacity Building Commission (CBC), Karmayogi Bharat and the State government, along with a workshop on Mission Karmayogi, was held at the Capital Convention Hall, Kohima on Tuesday. The event was organized by the Department of Personnel & Administrative Reforms (DoPAR), a DIPR report stated.
In his address, chief secretary Sentiyanger Imchen expressed gratitude to the CBC for introducing and conducting orientations for state officials on various aspects of Mission Karmayogi.
He highlighted that Mission Karmayogi, launched by the Government of India in 2020, aims to build a competent and future-ready civil service to ensure effective public service delivery and equity. He stated that most states have partnered with the Capacity Building Commission to train and build the capacity of their officials.
Imchen informed that Nagaland’s DoPAR and Administrative Training Institute (ATI) have recently begun capacity building programmes for government officials—an important step towards ensuring effective governance and service delivery.
He emphasized that regular and need-based training empowers officers with updated knowledge, functional skills and the right attitude to handle complex governance issues.
He said registration and training modules will be facilitated through the digital platform iGOT Karmayogi, encouraging officers to continually update their skills and knowledge.
Stating that many officers are reluctant to attend training outside the state, he said iGOT will enable officials even in remote districts to access quality learning resources, making capacity building more inclusive and impactful.
Imchen added that DoPAR, ATI and other departments will maintain a database of officers and the trainings they have attended, which will form part of performance assessment.
He stressed that the success of Mission Karmayogi depends on active participation of all departments, and urged AHODs and HODs to institutionalize training and professional development as a key departmental priority.
He further expressed gratitude on behalf of the state government to Dr. Ramaswami Balasubramaniam, member (HR), CBC, and Soumi Banerjee, general manager (Karmayogi Bharat), and their team for their commitment, expressing hope that the MoU will mark the beginning of a long and fruitful partnership in strengthening governance and capacity building in Nagaland.
Director, ATI, Akunu S. Meyase, in her address on “Capacity Building Initiatives and Infrastructure for State Department Officials”, said the Government of Nagaland recognizes the importance of continuous learning to enhance the efficiency and professionalism of its workforce. She informed that ATI Kohima, as the apex training centre for general administration and governance, conducts training through various modes, while technical institutes under different departments conduct domain-specific training.
Meyase highlighted initiatives including foundational training for new recruits, mid-career training for state civil services and other services, and capacity building programmes for officers across all categories (A, B, C and D). She said ATI Kohima is developing a web portal in coordination with the IT & Communication Department to capture the training history and needs of all employees linked to the Personal Information Management System (PIMS). She urged Administrative Heads and HoDs to cooperate by nominating officers for training and ensuring they complete the courses.
Dr. Balasubramaniam, member-HR, Capacity Building Commission, delivered an orientation on Mission Karmayogi, highlighting its aims, framework, capacity building plans, competency model, and the NSCSTI Eight Pillars for standardisation.
The day-long workshop was attended by administrative heads, heads of departments, and senior officials of the state. Resource persons included Soumi Banerjee, Akshay Sharma and Rahul Porwal from Karmayogi Bharat and CBC. The programme was chaired by Thozono Tashu.
