District Administration, Niuland, under Deputy Commissioner, Niuland, Sara S. Jamir, initiated seminar for village functionaries in all Sub-division and EAC circle, covering all villages in the district, with the purpose of strengthening good governance and local self-government at grass root lever in its villages.
A press release by Niuland district administration stated that the seminar was held at Aghunaqa EAC Hq on October 23, and Nihokhu EAC Hq on October 24, covering a total of 47 villages.
The seminar was for Head GB, GB, Village Council Chairman (VCC) and VDB Secretaries, where awareness on topics such as “The Village and Area Council Act 1978”, “The Rules for Administration of justice and Police in Nagaland Act, 1937”, roles, functions and appointment of GB, VDB model rules, customary village court, policing at village level and also matters relating to issue of ST, IIC, PRC and ILP in the district, were shared and discussed with village leaders.
The release added that the objective of the seminar was to make locals aware of the Acts and Rules that empower village chief and the village council and entrust it with different powers and functions to enable it as the auxiliary of district administration at the grass root level.
They were also sensitized on the limitations of power of village council and to function within ambit of law that empowers it.
The release added that resource persons were pooled from district administration, district police and BDO offices.
