DIMAPUR, SEP 20 (NPN): Chief Electoral Officer (CEO) Nagaland, Bhagyashree Banayat, has released the findings of the enumeration phase (conducted from August 16 to September 14, 2026) under the Special Intensive Revision (SIR) of Electoral Rolls. The draft electoral roll was officially published today, September 20, 2026, across all 60 Assembly Constituencies by the respective Electoral Registration Officers (EROs).
According to the CEO’s press statement, the total number of electors registered under the draft roll stands at 12,06,457 (including 11,99,456 general electors and 7,001 service electors). The total pre-SIR elector base stood at 13,57,208, out of which 11,99,456 (88.38%) Enumeration Forms were successfully collected from eligible voters.
During the month-long exercise, field verifications revealed the following:
- Deceased Electors: 28,944 (2.13%) voters were recorded as deceased.
- Absent/Shifted/Others: 1,23,749 (9.12%) electors were categorized under Absent, Permanently Shifted, or others. These electors either moved to other States/UTs, were not found in existence, did not submit their enumeration forms by September 14, or were unwilling to register.
- Multiple registrations: 5,059 (0.37%) electors were found enrolled at multiple places or marked as duplicates. Their names will be retained at only one location.
The enumeration phase saw active participation across all 17 Election Districts, involving 44 EROs, 64 Assistant Electoral Registration Officers (AEROs), 258 BLO Supervisors, and 2,361 Booth Level Officers (BLOs) across 2,361 polling stations. Recognized political parties also participated actively, deploying 3,758 Booth Level Agents (BLAs).
To ensure better access and voter convenience, 38 new polling stations were created, bringing the total count to 2,399, with a revised cap of not more than 1,200 electors per polling station.
Claims and Objections (Sep 20-Oct 20): The period for filing claims and objections will run from September 20 to October 20, 2026. Genuine electors left out during the enumeration phase can apply using Form-6 along with the prescribed declaration form. Young voters attaining 18 years of age on or before October 1, 2026, are also encouraged to register.
Electors seeking changes can submit– Form-6: For new enrolment, Form-6A: For overseas Indian electors, Form-7: For objection or deletion of entries and Form-8: For shifting of residence, correction of details, replacement of EPIC, or marking PwD electors.
Forms can be submitted physically to EROs, AEROs, or BLOs, as well as online via the ECI Voters’ portal (voters.eci.gov.in) or the ECINET Mobile App.
Notice phase & appeal procedure: The notice and disposal phase for claims will run from September 20 to November 18, 2026. The CEO assured that no deletion will occur without issuing a notice, conducting an enquiry, and passing a formal speaking order.
Applicants unable to establish linkage with the previous SIR (2005) electoral roll will be issued a notice to produce required documents during a designated hearing.
Any person aggrieved by an ERO’s decision may file a first appeal with the District Magistrate within 15 days of the order. A second appeal can be filed before the Chief Electoral Officer within 30 days of the DM’s order, under Section 24 of the Representation of the People Act, 1950.
The final publication of the electoral roll is scheduled for November 22, 2026.
Booth-wise ASDD (Absent/Shifted/Dead/Duplicate) lists and draft rolls are available for public on the CEO’s website (ceo.nagaland.gov.in) and at respective ERO/AERO offices.
